Acting Chair of ICB 

Sim Scavazza is the Acting Chair of the Buckinghamshire, Oxfordshire and Berkshire West (BOB) Integrated Care Board (ICB) having stepped up from Deputy Chair in April 2023. She is also a NED at Imperial College Healthcare Trust and London North West Hospital Trust which form part of the North West London Acute Provider Collaborative, where she Chairs the Imperial People Committee and the NWL Collaborative EDI steering group. Sim is a London WRES expert and an advisor on Race to NHS Providers. Sim was recently included in the 75 @ 75 Hidden GEMs Seacole Group list.  The list highlights 75 health and social care professionals from Black, Asian and Minority Ethnic backgrounds who are making a difference in the sector. The list has been produced as part of celebrating the 75th anniversary of the NHS. Nominated by peers, the 75 GEMS have demonstrated that they are making a difference to their organisation, patient care/community and/or the diversity and inclusion agenda.


Sim recently stepped down from the Court of Governors at the University of the Arts London where she was Vice Chair, also chairing the People and Remuneration Committees. She was the lead Governor for EDI. Maintaining the connection to HE, Sim is now Chair of the Ombuds, The Office of the Independent Adjudicator for Higher Education in England and Wales. A strong supporter of the Arts, design and fashion, Sim is a Trustee for two UK registered charities: the National Saturday Club and Smartworks where she is the Board lead for EDI. She also advises the London College of Fashion Business School. Sim’s commercial background is in Fashion Clothing Retail, where she spent 30 years working for some go the UK’s best loved High Street brands including as Brand Director for the young fashion chain Miss Selfridge. Sim is a Fellow of the RSA, a registered Mental Health First Aider and a member of the steering committee of the Seacole Group.

Interim CEO of BOB ICB 

Dr Nick Broughton is the Interim Chief Executive. He has been a partner member of the Board since its establishment on 1 July 2022 and was Chief Executive of Oxford Health NHS Foundation Trust for three years from June 2020.

He brings considerable chief executive and system experience to the ICB having previously led both Southern Health NHS Foundation Trust and Somerset Partnership NHS Foundation Trust. Under his leadership both trusts saw their CQC rating move from ‘Requires Improvement’ to ‘Good’.

He is a forensic psychiatrist by background and spent most of his clinical career working in a variety of settings in west London including prisons and secure psychiatric hospitals. He was Medical Director of West London Mental Health Trust for 6 years during which time he was Clinical Director of NHS London’s mental health programme and sat on the board of Imperial College Healthcare Partners.

He has held a variety of other board level and leadership positions at both regional and national level. He obtained his medical degree from Cambridge University and completed his training at St Thomas’ Hospital Medical School, London. 

  

Non-Executive

NED and Chair of the Audit & Risk Committee

Saqhib Ali is a qualified accountant of 28 years (FCCA) and holds an Exec MBA from Cranfield. He currently works for a leading Electric Vehicle Charging Post manufacturer and Charging Network provider in the UK owned by a major energy company. He has worked across Europe, USA and Asia and lived in France for two years. He has extensive experience from blue chip organisations and non-financial general management roles with Lloyds Banking Group, Asahi, Volvo Group, Computer Technologies and British Airways. He began his career as an Auditor with Deloitte and Internal Auditor with Hertz and has held previous roles as Financial Director, Financial Controller and Analyst. Saqhib is a lay member of BLMK CCG, a Parish Councillor and a school governor.

NED and Chair of the Population Health & Patient Experience Committee (Quality & Performance)

Margaret Batty has 35 years of professional leadership experience, working with a broad spectrum of organisations from the NHS, local authorities, the voluntary sector, government and international institutions; to grass-roots communities and women’s groups. All focused on seeking consensus and commitment to health progress and social change, reducing discrimination and supporting marginalised people, both in the UK and abroad. Margaret was a Senior Civil Servant in the Cabinet Office, responsible for achieving consensus between Government Departments, gaining support for the Prime Minister’s priorities and strategy, and ensuring policy coherence. As Global Director of Policy and Campaigns for the international charity, WaterAid, Margaret led major strategy evolutions, transformed the political influencing approach, fostered key stakeholder relationships, and assumed high-profile communication and representation roles, whilst nurturing a culture of trust and high staff engagement.

Currently, Margaret is an NHS NED with the South Western Ambulance Service NHS Foundation Trust, working on a collaborative approach to the Trust to enhance external partnerships, stakeholder relationships, communications, and staff engagement. Margaret is also a Trustee for the international charity, Age International.

NED and Chair of the System Productivity Committee (Finance & Resources) 

Tim Nolan is a CEO, board director and consultant with an excellent international record of Executive Committee & NED leadership. He has experience across the healthcare, central government, retail, property, housing, telecoms, consumer electronics, computing, clothing & automotive sectors. Tim has held Non-Executive Board Directorships in government and the healthcare, supply chain and housing sectors. Prior to this Tim held a number of senior commercial, marketing, e-commerce, supply chain and business development roles over more than 25 years within large multi-national organisations such as Tesco, Staples, Samsung, Very.com, Carphone Warehouse, Dixons Group, Courts Asia and Jaguar Cars. In addition he has also worked as a consultant with other blue chip businesses such as Castorama, B&Q and Best Buy. He is currently an NED on the Board of the DWP and a Governor at the Royal Marsden.

NED and Senior Independent Director and Chair of the Place & Organisational Development Committee

Aidan Rave joined the business sector after his experience in politics serving as Deputy Mayor of the Doncaster Council. He continued his work in consulting with a special interest in social sector work. Aidan is an expert in strategy, organisational structure, and has experience in bringing practical and impactful solutions to challenging problems.

Partner Member, Mental Health

Minoo Irani is Medical Director at Berkshire Healthcare NHS Foundation Trust.  He has been working as a Consultant Paediatrician in Berkshire since 2001, subsequently holding positions as Lead Paediatrician, Locality Clinical Director and Lead Clinical Director at the Trust before being appointed as Acting Medical Director in 2015 and as Medical Director in July 2016.

Minoo holds a Master’s in Health Management from Imperial College London, and professional qualifications from the UK, India and North America.

 
Partner Member, NHS and Foundation Trusts

Steve McManus has returned to his substantive role as Chief Executive at Royal Berkshire Foundation Trust having completed his secondment as Interim Chief Executive of the Buckinghamshire Oxfordshire and Berkshire West Integrated Care Board (ICB). In this capacity he remains on the Board as a partner member.

Steve has been a partner member of the Board since its establishment on 1 July 2022 and Chief Executive at Royal Berkshire Foundation Trust for five years. He is an active leader in the area of patient safety and is Chair of the Oxford Academic Health Science Network’s Patient Safety Collaborative. Steve regularly supports, both as a speaker and in an advisory capacity, across a number of healthcare topics both nationally and internationally.

Executive Members

 

ICB Chief Financial Officer

Matthew is an experienced financial and commercial executive that has worked as a Chief Finance Officer across the acute, community, mental health and technology sectors.

Prior to joining, Matthew was Chief Finance Officer of Dorset Healthcare, where for six years he held responsibility for Finance, Digital and Estates. He was part of the team that led the Trust to achieve a CQC rating of Outstanding in 2019.

Educated at King’s College London, Matthew went on to qualify as a Chartered Accountant. After qualifying, Matthew became a corporate financier advising a wide variety of large commercial organisations on corporate strategy and transactions.
Chief Nursing Officer 

Rachael Corser joins us from the East and North Hertforshire NHS Trust, where she has been chief nurse since January 2018. She has worked across complex health and care settings in acute, community, integrated and independent healthcare sectors. She is passionate about delivering nursing, midwifery and allied health professional excellence at all levels, striving for international recognition of excellence in nursing practice. Rachael is also a Trustee for the Burdett Nursing Trust, is a Florence Nightingale Foundation Scholar and a Visiting Senior Clinical Fellow at the University of Hertfordshire and has published in the nursing literature. 
Deputy CEO and Chief Medical Officer

Dr Rachael de Caux is the Deputy CEO and Chief Medical Officer of the Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board (ICB). She brings with her a wealth of experience from her time as Regional Medical Director for the South Region (NHSE/I), and Chief Operating Officer at Gloucestershire Hospitals, alongside clinical credibility as a practising Consultant in Emergency Medicine. She has a strong grounding in quality improvement and has been fortunate to observe many different healthcare economies both in the UK and overseas. Rachael lives in Oxfordshire with her husband and family.

ICB Chief Strategy & Partnerships Officer

 

Hannah Iqbal is responsible for setting strategic direction, managing stakeholder engagement and strengthening our partnerships across the system and beyond. She comes to BOB ICB from Oxford University Hospitals (OUH) Foundation Trust, where she has served as Director of Strategy and Partnerships since 2019, holding responsibility for Trust Strategy, Partnerships and reducing Health Inequalities. 

Prior to this, Hannah held senior strategy roles at NHS England and NHS Improvement, policy roles within local government and worked in academia, completing a PhD in Social Policy.		  

 

ICB Director of Governance 

Having worked for several years as Director of Governance for Oxfordshire CCG Catherine has over 25 years experience, with a career spanning Board and Executive team roles, to more in-depth Commissioning work.

Catherine has experience of Operational Management in a combined acute, community and mental health service providers, and has focused on working with clinicians to deliver change in service pathways to improve services and outcomes for patients.

ICB Chief Delivery Officer

Matthew Tait is responsible for oversight of system performance and assurance, coordinating the planning process and he is the ICB functional lead for urgent and elective care. His role also oversees the operational delivery of the place partnerships, in conjunction with the place executive directors, and transformation through the director of transformation. The role also acts as the formal Accountable Emergency Officer for the ICB.

Before joining the ICB Matthew held an Accountable Officers role for Surrey Heartlands and Bedfordshire CCGs. An accountant by background, he was previously Thames Valley Area Director for NHSE and Chief Executive of Oxfordshire and Buckinghamshire Primary Care Trust Cluster.

ICB Director of Communications and Engagement

Sarah has many years of experience working in Communications, having previously held roles in the NHS in London before moving to Oxfordshire. She maintained her position as Head of Communications and Engagement at the Oxfordshire and Buckinghamshire PCT Cluster, SCW CSU and Oxfordshire CCG before her substantive role as Head of Communications and Engagement at the ICB.

Before joining the NHS Sarah worked in public relations representing clients including BT, Virgin Vie and Dulux. 

ICB Place Director for Buckinghamshire

Philippa has nearly twenty years of experience in public policy, having worked across a range of civil service departments such as the Ministry of Justice, Cabinet Office, and HM Treasury.


Since 2015 she has specialised in health policy, first at HM Treasury as Health Spending Principal and subsequently in the Department of Health and Social Care, where she has worked as head of the Strategy Unit and Deputy Director for Commissioning, Integration and Transformation.

Philippa’s current role is Deputy Director for the Legislation Programme Team, overseeing the delivery of the Health and Care Act 2022 through Parliament, and the associated implementation programme.
ICB Director of Primary Care 

Dr Abid Irfan is an experienced clinician and commissioner having been a GP partner in a large town centre practice in Newbury for 15 years and has been the Clinical Chair of Berkshire West CCG and Planned Care lead for nine years. 

Nationally, he has worked for NHS England as GP contracts negotiator, specifically leading on PCN specifications, QOF and QI elements of the new contract. In addition to his broad clinical experience, Abid, can draw upon his corporate and commercial knowledge having qualified as a solicitor at CMS Cameron McKenna Nabarro Olswang LLP, one of the leading City international law firms.

 

ICB Place Director for Oxfordshire

Dan began his NHS career in 2009 as a commissioner in Oxfordshire. Prior to joining the NHS, he was a manager for humanitarian aid and development programmes in Europe, Asia and Africa which has given him a wealth of experience leading changes in complex political environments.


He joined Oxford Health NHS FT in 2011 to lead their strategy and organisational development which included their equality, diversity and inclusion work and establishing the first new care model for mental health in Thames Valley and Wessex.


Since 2018, Dan has worked for Buckinghamshire NHS Trust as Deputy Director of Strategy. During that time, he has developed good relationships across the system and led the development and publication of their corporate and clinical strategy.
ICB Place Director for Berkshire West

Sarah joins BOB ICB from her role as Director of Operations at the Royal Berkshire NHS Foundation Trust providing operational and strategic leadership to the Planned Care business unit spanning multiple hospital sites across Berkshire. She also established and oversaw the Trust’s ambitious post-Covid Elective Recovery Programme.

Sarah joined RBFT from Guy’s and St Thomas’ NHS FT(GSTT) where she managed acute medical services and was the Trust lead for reducing delayed transfers of care, working closely with community and social care colleagues to design new care pathways.

Before joining GSTT Sarah worked at Monitor, the health regulator, where she was involved in establishing one of the first Integrated Care Foundation Trusts in the country.
