Chair of BOB ICB

Javed Khan is a leading figure in the UK public and voluntary sectors, having developed a track record of successfully leading change through key high-profile leadership roles. He is currently Chair for the Integrated Care Board for Buckinghamshire, Oxfordshire and Berkshire West (BOB). Alongside this he sits on a number of Boards as a Non Executive Director, and is also leading an Independent Review into tobacco control for the government. He is also a Fellow of the University of Birmingham Leadership Institute.

In his Executive career Javed was Chief Executive of Barnardo’s - the UK’s largest national children’s charity, and before that Victim Support. He has worked in the Civil Service, in local government (Director of Education), and spent 15 years in frontline education in schools and FE colleges. Javed’s career achievements have been recognised through the award of an OBE for services to young people and education and Honorary Doctorates from the University of Salford and Birmingham City University.

Javed’s parents, immigrating to the UK from Azad Kashmir, could neither read nor write. Growing up in the backstreets of inner-city Birmingham, his comprehensive education led to a Mathematics degree and then teacher training. He is a family man, with four children and one grandson.

Saqhib Ali is a qualified accountant of 28 years (FCCA) and holds an Exec MBA from Cranfield. He currently works for a leading Electric Vehicle Charging Post manufacturer and Charging Network provider in the UK owned by a major energy company. He has worked across Europe, USA and Asia and lived in France for two years. He has extensive experience from blue chip organisations and non-financial general management roles with Lloyds Banking Group, Asahi, Volvo Group, Computer Technologies and British Airways. He began his career as an Auditor with Deloitte and Internal Auditor with Hertz and has held previous roles as Financial Director, Financial Controller and Analyst. Saqhib is a lay member of BLMK CCG, a Parish Councillor and a school governor.

NED and Chair of the Population Health & Patient Experience Committee (Quality & Performance)

Margaret Batty has 35 years of professional leadership experience, working with a broad spectrum of organisations from the NHS, local authorities, the voluntary sector, government and international institutions; to grass-roots communities and women’s groups. All focused on seeking consensus and commitment to health progress and social change, reducing discrimination and supporting marginalised people, both in the UK and abroad. Margaret was a Senior Civil Servant in the Cabinet Office, responsible for achieving consensus between Government Departments, gaining support for the Prime Minister’s priorities and strategy, and ensuring policy coherence. As Global Director of Policy and Campaigns for the international charity, WaterAid, Margaret led major strategy evolutions, transformed the political influencing approach, fostered key stakeholder relationships, and assumed high-profile communication and representation roles, whilst nurturing a culture of trust and high staff engagement.

Currently, Margaret is an NHS NED with the South Western Ambulance Service NHS Foundation Trust, working on a collaborative approach to the Trust to enhance external partnerships, stakeholder relationships, communications, and staff engagement. Margaret is also a Trustee for the international charity, Age International.

Associate NED

Haider Husain is an experienced international healthcare IT business leader with a strong technology background. He is the chief operating officer of Healthinnova Limited, a non-executive director of Milton Keynes University Hospital NHS Foundation Trust and is the panel chair for the Safe and Effective Use of AI in Healthcare at the British Standards Institute. He is also an associate NED for the MHRA.

NED and Chair of the System Productivity Committee (Finance & Resources) 

Tim Nolan is a CEO, board director and consultant with an excellent international record of Executive Committee & NED leadership. He has experience across the healthcare, central government, retail, property, housing, telecoms, consumer electronics, computing, clothing & automotive sectors. Tim has held Non-Executive Board Directorships in government and the healthcare, supply chain and housing sectors. Prior to this Tim held a number of senior commercial, marketing, e-commerce, supply chain and business development roles over more than 25 years within large multi-national organisations such as Tesco, Staples, Samsung, Very.com, Carphone Warehouse, Dixons Group, Courts Asia and Jaguar Cars. In addition he has also worked as a consultant with other blue chip businesses such as Castorama, B&Q and Best Buy. He is currently an NED on the Board of the DWP and a Governor at the Royal Marsden.

NED and Senior Independent Director and Chair of the Place & Organisational Development Committee

Aidan Rave joined the business sector after his experience in politics serving as Deputy Mayor of the Doncaster Council. He continued his work in consulting with a special interest in social sector work. Aidan is an expert in strategy, organisational structure, and has experience in bringing practical and impactful solutions to challenging problems.

NED and Deputy Chair of ICB and Chair of the People Committee

Sim Scavazza is a retail and fashion specialist with 30 years’ experience in the sector, working in buying and merchandising for some of the leading retailers in the UK. Sim is deputy chair of the University of the Arts London and was previously chair of the Mentor UK for over 10 years, protecting children and young people from the harms of alcohol and substance misuse. She recently joined the board of Imperial College Healthcare NHS Trust as an NED.

Member for Mental Health 

Dr Nick Broughton was appointed Chief Executive Officer of Oxford Health NHS Foundation Trust on June 15, 2020.

He brings a wealth of experience to Oxford Health, having joined the Trust from Southern Health NHS Foundation Trust, where he lead the organisation from a Care Quality Commission (CQC) rating of ‘Requires Improvement’ in 2017 to ‘Good’ in January 2020.

Prior to that Nick was chief executive of Somerset Partnership NHS Foundation Trust.

As a consultant psychiatrist for more than 20 years specialising in forensic psychiatry, he has held medical and clinical director roles, and a variety of other managerial positions, including as a director of Imperial College Healthcare Partners. He obtained his medical degree from Cambridge and completed his training at St Thomas’ Hospital, London.

 
Partner Member, Local Authorities 

Stephen is Chief Executive for Oxfordshire County Council.

Stephen gained national recognition for leading the transformation of adult services in Somerset, as well as being system lead with the NHS for a number of urgent care work streams. He started his career as a nurse and worked for the first half of his career in a number of NHS roles including board level positions. Following a period as a joint commissioner his most recent positions have been within local government in several assistant director and director of adult services positions.

Stephen is recognised for his work developing innovative models of adult social care with a focus on earlier invention, partnership and market inclusiveness. He has a passion for co-production, improving quality and has been leading the introduction of #doityourway a model of ‘Promoting Independence’. 

Sometimes described as radical sometimes traditional he has an absolute focus on leadership with a specific emphasis on the roles that professional leadership plays and the impact this has on everything we do. 

In previous roles he has led a turnaround of the ASC financial management, developing and instilling a robust discipline within all levels within the service with financial control delegated to team and practitioner level. 

Stephen is passionate about making a difference to the lives of citizens, and supporting people to achieve their potential. He was attracted to Oxfordshire by its challenges, its local plans and its focus on place, its citizens and partnerships which he feels fits well with his experiences.

He has been the Association of Directors of Social Services (ADASS) national Policy Lead for Mental Health since 2014.

 

 

Partner Member, Primary Medical Services 

Dr Jinah has extensive experience across Primary Care through 20 years of general practice working including in out of hours services and also overseas to help improve patient care and outcomes. She brings a wealth of experience from her time as a Clinical Director in Harrow CCG, a PCN Clinical Director in Buckinghamshire and a Board Director of a GP Federation. Dr Jinah would like to bring her experience and enthusiasm to the table to contribute to shaping health services so that they are robust and fit for purpose enabling the NHS to continue to deliver and serve the population without compromising its core principles.

 

Partner Member, NHS and Foundation Trusts

Steve is Chief Executive for Royal Berkshire NHS Foundation Trust.

Steve was previously a Divisional Director of Operations and then Chief Operating Officer at the University Hospital Southampton NHS Foundation Trust. As a member of the executive team, he led the Trust through the process to gain foundation trust status.

In 2012 Steve took up post as Chief Operating Officer at Imperial College Healthcare and was appointed Deputy Chief Executive in 2014. During this period Steve has also been Chair of the NHS Providers Chief Operating Officer network, and was selected as part of the first cohort on the national Aspiring Chief Executive Programme.

During 2016 Steve moved from Imperial to take up the position of Managing Director at Basildon and Thurrock University Teaching Hospital FT before taking up the CEO role at RBFT. In August 2020 Steve was seconded to work with Baroness Dido Harding, taking on two key roles within the Government’s Test and Trace programme during that period. He spent eight months working with the Test and Trace team, returning to the Trust in March 2021.

Steve is an active leader in the area of patient safety and is Chair of the Oxford Academic Health Science Network’s Patient Safety Collaborative. Steve regularly supports, both as a speaker and in an advisory capacity, across a number of healthcare topics both nationally and internationally.

 

 

 

Executive Members

ICS Executive Lead & CEO of the ICB  

Dr James Kent is the Chief Executive of the Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board (ICB). He is accountable for working with health and care leaders from acute, community, mental health, ambulance trusts, local government, and other partners, to join up health and care services to deliver better health and health outcomes for residents and reduce inequalities. He is also accountable for the allocation of funding that comes to the ICB for providers that is aligned with the system priorities agreed with the Integrated Care Partnership and ICB Board and supports longer term financial sustainability.

Dr Kent brings over 25 years of healthcare experience to the role. He is a doctor by training, was a partner at the Boston Consulting Group and, served as the Special Adviser for Health to Prime Minister Theresa May.

 

 

ICB Chief Medical Officer

Dr Rachael de Caux is the substantive Chief Medical Officer, having held the interim position since April 2022. She brings with her a wealth of experience from her time as Regional Medical Director for the South Region (NHSE/I), and Chief Operating Officer at Gloucestershire Hospitals, alongside clinical credibility as a practising Consultant in Emergency Medicine. She has a strong grounding in quality improvement and has been fortunate to observe many different healthcare economies both in the UK and overseas. Rachael lives in Oxfordshire with her husband and family.

 

ICB Interim Chief Financial Officer

Richard Eley is responsible for the finances of the ICB (Integrated Care Board), the financial oversight of the ICS (Integrated Care System) and also the estates management and procurement functions of the ICB. Richard is an experienced qualified Chartered Accountant, CFO with 31 years’ CFO experience in several sectors, in many challenging circumstances, and is an accredited member of the IFT (Institute for Turnaround). He has worked in the Health Sector, in Foundation Trusts, NHS Trusts, and Health Authorities, in the University Sector (including FE), the Health Charitable Sector, and has worked as a Management Consultant. 

Chief Nursing Officer 

The Interim Chief Nursing Officer is Debbie Simmons until Rachael Corser joins.

Debbie Simmons has worked as the Interim Chief Nurse for the BOB ICS for just over a year, having worked as the Nurse Director for the four CCGs in Berkshire West for the past nine years, through their journey as a wave one ICS and onto the development of the BOB ICB. Prior to this Debbie worked as Assistant Director Quality & Clinical Excellence at Hounslow & Richmond Community Healthcare NHS Trust.

From mid-September Rachael Corser will be Chief Nursing Officer and joins us from the East and North Hertfordshire NHS Trust, where she has been chief nurse since January 2018. 

Wider Executive Team

ICB Interim Director of Communications and Engagement

Rob is leading our engagement with our local authority, NHS and voluntary sector partners, developing our communications strategy and plan for how we listen to and involve people in our long-term thinking. Rob has extensive experience in the public and voluntary sectors. He has led communications and engagement in large NHS acute trusts and local authorities, and in national organisations such as Ofwat, and the Met Office. Rob has also previously worked for the London Development Agency, Environment Agency, the Department of Health, and Amnesty International.

 

 

Director of Transformation

Jo Cogswell started her career in local government leading partnerships and policy development and the delivery of community services. Following this she has worked in a number of different NHS organisations in provider and commissioner settings establishing and driving programmes of change and transformation including an ambulance service reconfiguration, outcomes-based commissioning approaches and a national Vanguard Programme. Jo will develop and lead the transformation capability for the Integrated Care Board.  She is an experienced Director of Transformation having joined the BOB system initially in Oxfordshire from NHS England South where she was the Regional Head of Strategy and Transformation.  Jo is an experienced Director of Transformation having joined the BOB system initially in Oxfordshire from NHS England South where she was the Regional Head of Strategy and Transformation. Jo is focused on the translation of strategy and vision to implementation, change and service improvements that improve outcomes for patients.

 

 

ICB Interim Chief Information Officer

Ross Fullerton joins BOB ICS from Bucks ICP where he led the place-based digital agenda and was CIO for Berkshire Healthcare Trus as an acute & community trust for the last year. Prior to this Ross was on the exec team of London Ambulance Service for four years: two as CIO where he kick-started the digital transformation of the world’s busiest ambulance service and then 2 more as director of strategy & transformation. This involved working across London’s 32 boroughs, five STPs and the Mayor’s leadership team in a complex UEC landscape.

Before venturing into the health sector Ross has held senior digital roles and been a management consultant in various other sectors – including defence & national security, retail, energy and construction.

 

 

ICB Interim Director of Primary Care

Dr Abid Irfan is an experienced clinician and commissioner having been a GP partner in a large town centre practice in Newbury for 15 years and has been the Clinical Chair of Berkshire West CCG and Planned Care lead for nine years. Previous appointments include Chair of Newbury & District CCG and Deputy Chair of the Thames Valley Clinical Senate.

Nationally, he has worked for NHS England as GP contracts negotiator, specifically leading on PCN specifications, QOF and QI elements of the new contract. In addition to his broad clinical experience, Abid, can draw upon his corporate and commercial knowledge having qualified as a solicitor at CMS Cameron McKenna Nabarro Olswang LLP, one of the leading City international law firms.

 

ICB Interim Director of Strategic Delivery and Partnerships

Amanda Lyons will be joining BOB ICS on secondment in the role of Interim Director of Strategy and Partnerships. 

One of the key activities in the first year of operation is to put in place a 5-year strategy and a core part of her role will be to help get this work up and running including how provider collaborative assurance could work.  She will also support the build of the Corporate Office we need as a system.  

Amanda has been a Locality Director in Strategy and Transformation in NHS England since 2018 with responsibility for BOB & HIOW ICS. During the pandemic, she worked on regional and national PPE teams and more recently was deputy SRO for the covid-19 vaccination programme.  She joined Monitor in 2013 from Price Waterhouse Coopers as a qualified accountant where she worked across a range of not-for-profit organisations and regulated industries and is a qualified accountant by background. 

ICB Director of Governance 

Having worked for several years as Director of Governance for Oxfordshire CCG Catherine has over 25 years experience, with a career spanning Board and Executive team roles, to more in-depth Commissioning work.

Catherine has experience of Operational Management in a combined acute, community and mental health service providers, and has focused on working with clinicians to deliver change in service pathways to improve services and outcomes for patients.

 

ICB Interim Executive Place Director

Matt Powls joined as Interim Place Director for Buckinghamshire and Oxfordshire in April 2022, prior to which he held a number of senior roles within the NHS.

These roles have included Managing Director, Royal Oldham Hospital, Chief Operating Officer, Sheffield Children’s NHS Foundation Trust, Chief Operating Officer, NHS Barnet CCG, Director of Operations, Royal Manchester Children’s Hospital, Director of Commissioning & Performance, NHS Sheffield CCG, Turnaround Director, NHS Milton Keynes CCG, Director of Delivery & Transformation, NHS Hardwick CCG.

 

 

ICB Interim Chief Delivery Officer

Matthew Tait is responsible for oversight of system performance and assurance mechanism, co-ordination of the planning process and he is the ICB functional lead for urgent and elective care. His role also oversees operational delivery of the place partnerships, in conjunction with the place executive directors, and transformation through the director of transformation. The role also acts as the formal Accountable Emergency Officer for the ICB.

 

 

Director of People and Organisation Development designate, BOB ICB

Dr Sonya Wallbank is a consultant clinical psychologist and specialises in workforce resilience and restorative approaches to wellbeing. She has worked in the NHS as a director of service delivery and workforce, leading complex change and improvement programmes for NHS England and NHS Improvement, including the delivery of the health and wellbeing response for NHS staff during the Covid-19 pandemic. Sonya is currently the Chief People Officer for the ICB across Buckinghamshire, Oxfordshire and Berkshire West and a Consultant for the Kings Fund.

She has also led HR services and operating model change for the Department of Health and Social Care and worked directly with organisations, teams and individuals wanting to change how they work in the UK, Australia and the US. She has authored materials to enable organisations to embed their own approach to restorative supervision. Sonya lectures on how focusing supervision and support on the needs of the individual, not just the work they deliver reduces stress, burnout and improves the pleasure people derive from their work.
